This is a preety simple job for a experienced developer, I am looking for a developer/designer or may be company to make a clone for me.

Please do have a look on www.kijiji.com I want to clone this site.
This site is basiclly develop for USA only, but what I need is to make a site for all countries and their states.Mind it all countries and their states.
I need you to start with the classified section.

I need this site to be develop in smarty , so please do not BID if you do not know smarty.
Design should be good and proffessional.
Communication is the key so regular communication is must.
My budget is fix so please do not ask for any upfront amount, no escrow. Payment is sure and will be sent through paypal after reviewing the site.

Payment Shedule:

No upfront fee
No escrow
50% will be released after full site development.
50% after testing on the main server(My clients server).

Mean while all the development must be done on my testing server.
It will be long relationship , I am having 3 more projects in row so BID and win 4 projects in a row. BUt this one is on priority.
